DeHeng Lawyer Hired as One of the First Legal Counsel

for National Health Commission

On February 22, 2019, the National Health Commission (hereinafter referred to as the "Commission") issued the No. 1 Announcement in 2019. Lawyer Chen Changbin, a partner of DeHeng's office in Beijing and the head of the Civil and Commercial Affairs Center, was hired as one of the first legal counsel for the National Health Commission. Other legal counsel hired include Prof. Shen Weixing, Dean of Tsinghua University School of Law and Doctoral Supervisor; Prof. Zhang Shouwen, former Dean of Peking University Law School and Doctoral Supervisor; prof. Han Dayuan, former Dean of Renmin University of China Law School; and Prof. Jiao Hongchang, Dean of the Law School of China University of Political Science and Law and Doctoral Supervisor.


On March 13 of the same year, the Commission held the appointment ceremony for the legal counsels and hosted a symposium. At the meeting, Zhao Ning, Director of the Regulation Department, read the Announcement of the National Health Commission on Appointing Legal Counsel. Wang Jianjun, Deputy Director of the National Health Commission and a member of the leading Party group, attended the meeting and presented letters of appointment to five legal counsels. Wang Jianjun pointed out that the establishment of the legal advisory system of the National Health Commission is an important move to implement the strategic plan of the Party Central Committee in the law-based governance, and also a realistic need for the development of medical and health undertakings and an inevitable requirement to improve law-based and scientific decision-making, and make China a country of health. The legal counsel will assist the National Health Commission to ensure the compliance with the policy and laws at source. It is a think tank for the National Health Commission to make decisions according to laws.


The main duties of the legal counsel for the National Health Commission are to provide legal advice for the Commission on major decision-making and major administrative actions; to participate in important legislation demonstration by the Commission, and provide legal advice; to provide legal advice for the Commission on the handling of major litigation-related cases and major emergencies, etc.


DeHeng has been serving as the permanent legal counsel for the National Health Commission in the long term, with Chen Changbin as the project leader. His appointment as one of the first legal counsel as of the establishment of the legal advisory system of the Commission shows the affirmation and trust of the Commission for DeHeng's legal services and is also the honor and mission for DeHeng lawyers.
